Rural Environmental Registry (CAR)

· By Daniel Sá Freire Lamarca

The Rural Environmental Registry (CAR) was created by Law No. 12.651/2012 within the scope of the National Environmental Information System (SINIMA), and it is a digital registry that is mandatory for everyone who owns rural property in the country. The purpose of CAR is to register all rural properties in the national territory, integrating environmental information with the status of the Permanent Preservation Areas – APP, the Legal Reserve areas, the forests and remnants of native vegetation, the Restricted Use Areas and the consolidated areas of rural properties and landholdings in the country.

The registration of rural property is managed by the Rural Environmental Registry System (SICAR), and the rural property must be registered in the SICAR of the state where it is located. Thus, for example, a property located in the state of São Paulo must be registered in SICAR-SP. For more information on how to complete the Rural Environmental Registry, visit the website: www.car.gov.br.

This registration is of great importance to rural landowners, because it makes it possible to regularize the Legal Reserve and also the Permanent Preservation Area (APP), among other factors, such as, for example, the release of financing, rural credit and the contracting of agricultural insurance. In addition, it will be possible to obtain the suspension of administrative infractions committed through irregular removal of vegetation in APP, Legal Reserve and restricted use areas up to July 22, 2008. It is important to stress that the maximum deadline for completing CAR is May 6, 2015.
