Dados.gov.br (http://http://dados.gov.br/) is an online portal created and made available by the Brazilian government to share public data and information. Its opening was formalized in the document “First Open Government Action Plan,” released at the Open Government Partnership (OGP), and it is referenced by the Unnumbered Decree of September 15, 2011. Under Law 12,527, Dados.gov.br provides public access to the data generated by the public bodies that are part of the direct administration of the Executive and Legislative branches, including the Courts of Accounts, and of the Judiciary and the Public Prosecution Service; autonomous agencies, public foundations, public companies, mixed-capital companies and other entities controlled directly or indirectly by the Union, the States, the Federal District and the Municipalities.
The portal allows users to search for and download datasets so that they can reuse them in applications. The datasets maintained by Dados.gov.br come from 50 organizations, including the Brazilian Institute of Geography and Statistics (IBGE), Social Security, the Ministry of Health (MS), the Ministry of Planning, Development and Management (MP), the Ministry of Education, among other organizations, covering a total of 1,122 datasets (BRASIL, 2016).
Dados.gov.br has a data catalog that lets users search, browse and download datasets. The catalog offers various features, making it possible to filter by organizations (these refer to Article 1 of Law 12,527 cited above), groups, tags, formats and licenses.
The portal has an area dedicated to the community, where users can interact and follow the actions carried out through forums and virtual communities, and it offers collaboration tools, allowing users to suggest data and send other suggestions for improvement. To understand how Dados.gov.br works, some manuals are available for consultation and download.
Dados.gov.br contains some information about what open data is, the Access to Information Law, the Wiki of the National Open Data Infrastructure (INDA), the INDA normative instruction, the Open Government Partnership, ongoing initiatives and government indicators.
