The Rural Environmental Registry (CAR) consists of registering rural properties so that the government can monitor their conditions, providing benefits to producers such as rights to credit lines and other particulars. Results stemming from the CAR were evaluated by the organizations Conservation International Brazil (CI Brasil), WWF Brasil and the Forest Code Observatory, which found information on registration difficulties, with specific errors such as the issue of overlapping land claims.
Some aspects of the CAR were analyzed, such as the deadline extension, which indicates that there were gaps in assistance to small farmers; the adherence of the productive sector, which is consistent with the sector's resistance to registering; the financial resources, as some governments did not obtain funds for its implementation; the infrastructure, as public agencies reported precarious infrastructure for accessing the registry; among other aspects.
Achieving a higher registration rate indicates the need for joint action by governments and productive sectors, since the CAR is of great importance both for government oversight and for producers' individual benefits. For small producers, the biggest barrier to regularization is accessibility and assistance with the registration, with difficulties of a theoretical nature.
